Background

The Pacific Islands Law Officers’ Network (PILON) is a network of senior public law officers from Pacific island countries that focuses on common legal issues within the Pacific. PILON provides a mechanism for heads of Pacific law and justice and prosecuting agencies to discuss and construct solutions to domestic and regional law and justice issues.

 Member countries of PILON are Australia, Cook Islands, Federated States of Micronesia, Fiji, Kiribati, Nauru, New Zealand, Niue, Palau, Papua New Guinea, Pitcairn Islands, Republic of Marshall Islands, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

 The PILON Secretariat is based in Apia, Samoa and its principal function is to provide organisational, administrative and strategic support to PILON members. For further information please refer to the website at www.pilonsec.org.

Position Available - PILON Secretariat Assistant Coordinator

The PILON Secretariat requires an Assistant Coordinator based in Apia, Samoa for a period of two years, with the possibility of extension. Potential candidates should be from a PILON member country and available as soon as possible.

 The Assistant Coordinator will be responsible to the Secretariat Coordinator for legal policy and research tasks, and providing administrative assistance for the functions of the Secretariat.

Salary range: AUD $18,000 - $25,000 per annum, paid in Samoan Tala

Duty Statement:

The Assistant Coordinator will be expected to:

  • Provide general secretariat service and support to PILON, the PILON Chair and host authorities, including in the organisation of the annual meeting;
  • Maintain the records of PILON, including minutes of its annual meeting and records of correspondence, and making them accessible to members as required;
  • Assist with establishment and implementation of administrative procedures for the Secretariat office;
  • Assist with preparing and maintaining the content of the PILON website and maintaining the database of technical legal assistance offered by donors;
  • Undertake research and policy tasks as directed by the Coordinator;
  • Assist the Coordinator to develop information resources, discussion papers and other materials to further PILON objectives and progress the annual work plan; and
  • Perform other duties as directed by the Coordinator.

Selection Criteria:

  1. Good written and verbal communication skills
  2. Understanding of regional law and justice issues and initiatives
  3. Prior experience maintaining website content and design (desirable)
  4. Experience working in the areas of law and justice and/or public policy (desirable)
  5. University degree in a relevant discipline (desirable)

It requires someone who will provide both academic and administrative leadership and represent the Vice-Chancellor as the University’s representative in liaising with the Government of Vanuatu and key stakeholders. This is a unique opportunity to successfully combine the two roles to drive organisational results in line with the University’s strategic goals.

The Pro Vice Chancellor will be responsible to:

• Coordinate and prepare the campus academic plan in line with the Strategic Plan 2013 – 2018

• Oversee the Campus Academic Plan, programmes and courses optimising access to flexible learning

• Promote and articulate the University’s Vision and Mission, with ethical leadership and transparency

• Represent the campus and university to the stakeholders

• Coordinate an environment conducive to promoting academic excellence

• Ensure the formulation of key performance indicators for academic programmes

• Ensure full engagement working with the government to identify research and development needs, including securing external research funding

•Work with faculties, supporting accreditation for all programmes offered at the Campus;

The person we seek will have a PhD in Law and significant teaching and research accomplishments to support a professorial appointment at a level commensurate with the role of Pro Vice-Chancellor.   The successful applicant will also demonstrate:

•Thorough knowledge and understanding of project, budget and financial management

• Commitment to collaboration and teamwork

•  Experience of flexible learning and innovative pedagogies

• A demonstrated ability to work in a multi-cultural environment

• Knowledge of staff hiring procedures; ability to negotiate and manage contractual arrangements

The University will provide a competitive remuneration package to the successful applicant. The University also contributes 10% of basic salary to an approved superannuation scheme, and provides airfare and relocation costs where appropriate.
